It certainly can. GERD is a result of stomacha acid coming up the esophagus. That burning painful sensation can be felt in the chest and throat. The pain absolutely cause shortness of breath. Also, because trachea and the esophagus share a common wall for part of the disstance (at the top portion of the system) the reflux can and does stimulate bronchospams which in turn causes shortness of breath.

Reflux is one of the triggers for asthma. The damage done to the stomach and esophagus can stimulate nerves that trigger an asthma attack. It will not respond to normal asthma medications. Stomach acid is very toxic to the mucous membranes of your esophagus. It can cause significant pain.
