no. Litmus paper is designed to tell you wether a substance is an acid or a base. you would have to use an indicator to determine pH and it would be the easiest as well

The most accurate method (if calibrated correctly) is using a pH meter to tell the acidity of a solution. Litmus paper only tells you if the solution is acidic or basic- not an exact pH. An indicator just tells you when it becomes deprotonated or protonated and it's usually a range.
